 THE WATER CRISIS IN GAZA 
 
“The deterioration and breakdown of water and sanitation facilities in Gaza is compounding an already severe and protracted denial of human dignity in the Gaza Strip. At the heart of this crisis is a steep decline in standards of living for the people of Gaza, characterized by erosion of livelihoods, destruction and degradation of basic infrastructure, and a marked downturn in the delivery and quality of vital services in health, water and sanitation.”

The water situation in Gaza is dire. The Coastal Aquifer, Gaza’s sole fresh water resource, is polluted by the infiltration of raw sewage from cesspits and sewage collection ponds and by the infiltration of seawater (itself also contaminated by raw sewage discharged daily into the sea near the coast) and has been degraded by over-extraction. 
 
The average amount of water available to each inhabitant of Gaza slightly exceeds the average amount available in the West Bank, at about 80-100 litres per capita a day.63 However, more than 90 per cent of the water extracted from the aquifer in Gaza is contaminated and unfit for human consumption.64 Waterborne diseases are common. The Department of Health of the UN Relief and Works Agency (UNRWA) reported in its February 2009 Epidemiological Bulletin for Gaza Strip that: “Watery diarrhoea as well as acute bloody diarrhoea remain the major causes of morbidity among reportable infectious diseases in the refugee population of the Gaza Strip.”65 
 
According to a report of the United Nations Environment Programme, UNEP, the 
Environmental Assessment of the Gaza Strip following the escalation of hostilities in December 2008 – January 2009, published in September 2009: “The pollution of groundwater is contributing to two main types of water contamination in the Gaza Strip. 
 
First, and most importantly, it is causing the nitrate levels in the groundwater to increase. In most parts of the Gaza Strip, especially around areas of intensive sewage infiltration, the nitrate level in groundwater is far above the WHO accepted guideline of 50 mg/litre…. 
 
Second, because the water abstracted now is high in salt, the sewage is also very saline and hence infiltrating sewage only adds to the salinity of the aquifer. It has been well known and well documented for decades that higher levels of nitrates in drinking water can induce methemoglobinaemia in young children.”66 
 
BLUE BABIES IN THE GAZA STRIP 
 
“Methemoglobinaemia is a blood disorder characterized by higher than normal levels of methemoglobin, a form of haemoglobin that does not bind oxygen. When haemoglobin is oxidized it becomes methemoglobin, its structure changes and it is no longer able to bind oxygen or deliver it to the tissues, and anaemia can result. This state is referred to as methemoglobinaemia.
 
Infants suffering from methemoglobinaemia may appear otherwise healthy but exhibit intermittent signs of blueness around the mouth, hands and feet. They may have episodes of breathing trouble, diarrhoea and vomiting. In some cases, infants with methemoglobinaemia have a peculiar lavender colour but show little distress. Blood samples appear chocolate brown and do not turn pink when exposed to air. When the methemoglobin level is high, infants express a marked lethargy, excessive salivation and loss of consciousness. Convulsions and death can occur when methemoglobin levels are extremely high…The current (WHO 2008) guideline value for nitrate is 50 mg/litre. A disturbing feature of nitrate as a contaminant is that it is colourless, tasteless and odourless. This, and the fact that the population has not been warned about it, means that people will continue to consume drinking water with high nitrates unless they are informed about it . 
 
Monitoring of groundwater in the Gaza Strip indicated the presence of nitrates as early as the 1990s. It emerged that the elevated levels of nitrate were primarily caused by the infiltration of sewage from domestic septic tanks as well as agricultural runoff into the groundwater. Nitrate values in the Gaza Strip have continued to rise and currently present a health risk throughout the territory… In the 1990s, data began to emerge about the incidence of blue babies in the Gaza Strip… The current status of methemoglobinaemia in the Gaza Strip is unknown as there are no systematic studies available in the public domain. However, as mentioned previously, nitrate levels in the groundwater have increased and nitrates are more widespread in the area. Consequently, it can be expected that the problem is still prevalent in the Gaza Strip, and in the absence of widespread awareness, a large number of children are at risk…”67

Israel threatens another large-scale Gaza war

Israel has threatened another massive war against the Gaza Strip as the impoverished enclave continues to suffer in the aftermath of the devastating January offensive. 

Israeli planes have been dropping thousands of leaflets across Gaza, warning Palestinians against cooperating with the resistance fighters based in the coastal sliver. 

The leaflets also threaten Gazans with a new attack just ahead of the first anniversary of Israel's 22-day onslaught against the Palestinian territory. 

On December 2008, Tel Aviv launched an all-out military action against Gaza, killing 1,400 people, including a large number of women and children, killed and leaving thousands more injured. 

The threats come despite the Israeli army's failure in its January operation to reach its strategic and military objectives — above all its pledged overthrow of Israel's long-time arch foe, Hamas. 

In July, the activist group Breaking the Silence released print and video testimony from some 30 soldiers who said they entered Gaza with firing guns upon a "permissive" guideline by commanders, urging to shoot first and worry later about distinguishing civilians from combatants. 

The 112-page testimony also accused Israeli troops of using Palestinian civilians as human shields and charged Israel with dropping forbidden white phosphorus bombs indiscriminately into Gaza streets on the top of aerial bombardment and heavy artillery fire. 

In April, former South African UN prosecutor Richard Goldstone led an independent fact-finding mission commissioned by the United Nations Human Rights Council to investigate international human rights and humanitarian law violations during the Gaza war. 

The committee's 575-page report mostly highlighted Israeli atrocities against the people in the beleaguered Gaza Strip and documented deliberate targeting of centers, such as schools and mosques, known to be holding civilians. 

The document also filed complaints that the Israeli soldiers killed unarmed people on the run, saying some of the victims were even waving white flags. 

In October, the damning report was put up for a vote in the Geneva-based UN Human Rights Council and endorsed by an overwhelming majority of 114 countries while 18 opposed and 44 abstained. 

The three-week Israeli land, sea and air offensive in the Gaza Strip also devastated a large part of the infrastructure in the impoverished coastal enclave, which remains under Tel Aviv's blockade despite international opposition.

Text Box: The Human Sciences Research Council (HSRC), South Africa's statutory research agency, conducts research that generates critical and independent knowledge relative to all aspects of human and social development. Being in the forefront of South Africa's academia and a social conscience of the international community it  made an in-depth study of the Israeli occupation of Palestine, drawing parallels with the South African Apartheid system.  
This website hopes to bring the finding of the HSRC to the attention of all students, teachers, professionals and opinion-makers to conscientise the world community to the scourge of apartheid in the holy land, the home of our prophets (may the peace and blessings of God be with them), and collectively strive to bring it to an end (as in our own South Africa).

Text Box: the South African government, while white South Africans enjoyed freedom of movement and full civil rights in the rest of the country. 
The Executive Summary of the report says that the three pillars of apartheid in South Africa are all practiced by Israel in the OPT. In South Africa, the first pillar was to demarcate the population of South Africa into racial groups, and to accord superior rights, privileges and services to the white racial group. The second pillar was to segregate the population into different geographic areas, which were allocated by law to different racial groups, and restrict passage by members of any group into the area allocated to other groups. And the third pillar was "a matrix of draconian ‘security' laws and policies that were employed   to suppress any opposition to the regime and to reinforce the system of racial domination, by providing for administrative detention, torture, censorship, banning, and assassination."
The Report finds that Israeli practices in the OPT exhibit the same three 'pillars' of apartheid:
The first pillar "derives from Israeli laws and policies that establish Jewish identity for purposes of law and afford a preferential legal status and material benefits to Jews over non-Jews". 
The second pillar is reflected in "Israel's 'grand' policy to fragment the OPT [and] ensure that Palestinians remain confined to the reserves designated for them while Israeli Jews are prohibited from entering those reserves but enjoy freedom of movement throughout the rest of the Palestinian territory. This policy is evidenced by Israel's extensive appropriation of Palestinian land, which continues to shrink the territorial space available to Palestinians; the hermetic closure and isolation of the Gaza Strip from the rest of the OPT; the deliberate severing of East Jerusalem from the rest of the West Bank; and the appropriation and construction policies serving to carve up the West Bank into an intricate and well-serviced network of connected settlements for Jewish-Israelis and an archipelago of besieged and non-contiguous enclaves for Palestinians". 
The third pillar is "Israel's invocation of 'security' to validate sweeping restrictions on Palestinian freedom of opinion, expression, assembly, association and movement [to] mask a true underlying intent to suppress dissent to its system of domination and thereby maintain control over Palestinians as a group."
The research team included scholars and international lawyers based at the HSRC, the School for Oriental and African Studies (London), the British Institute for International and Comparative Law, the University of Kwa-Zulu Natal (Durban), the Adalah/Legal Centre for Arab Minority Rights in Israel and al-Haq/West Bank Affiliate of the International Commission of Jurists. Consultation on the study's theory and method was provided by eminent jurists from South Africa, Israel and Europe.
The HSRC serves as the national social science council for South Africa. The Middle East Project of the HSRC is an independent two-year project to conduct analysis of Middle East politics relevant to South African foreign policy, funded by the Department of Foreign Affairs of the Government of South Africa. The analysis in this report is entirely independent of the views or foreign policy of the Government of South Africa and does not represent an official position of the HSRC. It is intended purely as a scholarly resource for the South African government and civil society and the concerned international community.

SA academic study finds that Israel is practicing apartheid and colonialism in the Occupied Palestinian Territories
The Human Sciences Research Council of South Africa (HSRC) has released a study indicating that Israel is practicing both colonialism and apartheid in the Occupied Palestinian Territories (OPT). The study is being posted for public debate on this website.
The interim report, which will form part of a discussion at an upcoming HSRC conference on the subject, titled Re-envisioning Israel/Palestine, on 13 and 14 June in Cape Town, serves as a document to be finalised later this year.
The HSRC commissioned an international team of scholars and practitioners of international public law from South Africa, the United Kingdom, Israel and the West Bank to conduct the study. The resulting 300-page draft, titled Occupation, Colonialism, Apartheid?: A re-assessment of Israel's practices in the occupied Palestinian territories under international law, represents 15 months of research and constitutes an exhaustive review of Israel's practices in the OPT according to definitions of colonialism and apartheid provided by international law. The project was suggested originally by the January 2007 report by eminent South African jurist John Dugard, in his capacity as Special Rapporteur to the United Nations Human Rights Council, when he indicated that Israel practices had assumed characteristics of colonialism and apartheid.

Regarding colonialism, the team found that Israel's policy and practices violate the prohibition on colonialism which the international community developed in the 1960s in response to the great decolonisation struggles in Africa and Asia. Israel's policy is demonstrably to fragment the West Bank and annex part of it permanently to Israel, which is the hallmark of colonialism. Israel has appropriated land and water in the OPT, merged the Palestinian economy with Israel's economy, and imposed a system of domination over Palestinians to ensure their subjugation to these measures. Through these measures, Israel has denied the indigenous population the right to self-determination and indicated clear intention to assume sovereignty over portions of its land and natural resources. Permanent annexation of territory in this fashion is the hallmark of colonialism.
Regarding apartheid, the team found that Israel's laws and policies in the OPT fit the definition of apartheid in the International Convention on the Suppression and Punishment of the Crime of Apartheid. Israeli law conveys privileges to Jewish settlers and disadvantages Palestinians in the same territory on the basis of their respective identities, which function in this case as racialised identities in the sense provided by international law. Israel's practices are corollary to five of the six 'inhuman acts' listed by the Convention. A policy of apartheid is especially indicated by Israel's demarcation of geographic ‘reserves' in the West Bank, to which Palestinian residence is confined and which Palestinians cannot leave without a permit. The system is very similar to the policy of ‘Grand Apartheid' in apartheid South Africa, in which black South Africans were confined to black homelands delineated by

PLEASE  HELP US !!!
 We are a group of 9 senior doctors/surgeons from France, UK and Spain, who are doing surgical humanitarian work in Gaza Strip, with the coordination of the French Consulate.
Basically the team is working for the last 8 years, (operated more than 600 patients in that period)  and over the last three years combined with teaching a group of Palestine doctors in the speciality of hand surgery, to develop a higher level of training required to deal with complicated injuries.  This program is running now for 3 years and it is the first time that we have not been able to cross Erez  border,  despite the French Consulate requesting  the  permission. 
We had been denied the entrance and have not received any explanation of the reasons. We are concerned that the work done in those years and the high training we provide will get spoiled due to this merciless decision. The high level of clinical expertises we provide to the population of Gaza could be lost. 
We have approached some French newspapers that have agreed to publish our situation and if the position continues we are planning to get involved also the English and the Spanish press. We also are planning to talk to our European representatives to get some explanation of why our rights to do humanitarian work have been obstructed by the Israeli authority.  So we would appreciate if you can publish this situation in your paper keeping in mind the well-being of the Palestinian children.
